it is not possible to re-roll giveaway with improper regional restriction, as new winner may run into the same problem you did.
If creator can't provide key you can activate: you can either mark giveaway as not received, or agree on the giveaway deletion. In both cases you should not take the key, as creator may re-create this giveaway with proper region restrictions.
