The community mod shutting down is for Modern Warfare 2 remaster. It got shut down because it distributed MW2 files for people who didn't own it, and siphoned the playerbase away from the newest COD which Activision doesn't want. Some people are giving all CODs in their library negative reviews because of that.
The technical stuff is because COD2 is from 2005 and has never been updated to work better on modern systems. Most technical stuff can be fixed with some tinkering as shown in the PCGamingWiki so it's still playable.
