Seems to be because Steam store no longer sells just the first F.E.A.R game, only a pack of the trilogy.

i checked steam too , but steam has F.E.A.R pack which is different from what i presume the user is giving away

Yeah but Steamgifts giveaways take its point cost from Steam store, which in this case just has the trilogy. The trilogy costs ~50 so this giveaway costs 50P.
