This isn't on Steam for whatever reason.
What did you mean by that it's the "Standard Edition"? I ask cause there's this free version of the game which I think it has 1 level and other versions of it on Steam that comes bundled with even more levels.

The publisher changed the listing on Steam from a package to a bundle [note that Steam bundles can't be gifted].
SG still points to the giftable package version of the Standard Edition, which is still available as a key from various retaillers.
Since this package version is different from the bundle version currently listed on Steam, Steam won't link to the store listing for the game when following links associated with the package version. You can find the bundle version displayed on the main Hitman 2 page or at the link Captwookie provided. The content between the package and bundle version is identical.
The Standard Edition includes the first season/expansion of content. The Gold Edition includes both seasons/expansions of content. [Roadmap for Season 2 ->]. There is also the Mumbai Pack package, which only has a partial selection of content from the first expansion.
The Hawke's Bay listing is the one associated with the free version of the game. Himmelstein and Mumbai are added within the Mumbai Pack, and the Standard Edition further adds Miami, Santa Fortuna, Whittleton Creek, and Isle of Sgail.

As long as it's the bundle version on Steam that Steam User Captwookie pointed out earlier and not just the free version of HITMAN 2, than I'm ok with this kind of giveaway for the game.

Well, should be pretty safe to assume it's not the free version of Hitman 2, since that's not giftable and was [afaik] never in key form (at least, in any publically distributed sense). Same for any temporarily free episodes, since those are always activated through Steam.
Pretty sure the Standard Edition is given away in certain mystery bundles / packs, so it's probably actually the likliest option.
So no, no real reason to have meaningful concern over this not being what it's listed as being; Rather, the main consideration [as far as whether one will be entering the giveaway or not] should be based in whether one is satisfied with the Standard Pack rather than holding out for potential giveaways or promotions for the Gold Pack [or as the store page lists it, the "Full Game"] in the future. ^.^

I don't know what to say. I had added the free version when it became available many months ago, but afterwards I removed it specifically to be able to enter giveaways for Hitman 2, maybe things changed with the new starter pack.
