Men of War for sure. Not sure about the newer ones, but the old ones were fantastic in this regard. The majority of levels are you controlling a small squad/small number of men and infiltrating places, assaulting places, or just going around and killing in places. It's great, and exactly what you're looking for.
Stuff like forcing a tank crew out, stealing the tank and repairing it to turn the tide of battle in your favour are great. You can even personally equip each individual man.

The Jagged Alliance series is a good shout. Also DOW 2 and COH.
Another one to consider might be XCOM: Enemy Unknown.

dow and all its expansions are far from "small unit" since you have units of 10+ and alot of those too, plus tanks/walkers/dinosaurs :P
new spacehulk is digitalized version of board game and is pretty specific...

If you like old school I'd recommend commandos and the front mission series. Front mission evolved is a modern day insult though, stay away from that.
The latest Xcom is great as well. The most recent two jagged alliance games are good, but don't really appeal to the diehard JA fans.

Desperados Wanted Dead or Alive, Commandos or Robin hood the legend of sherwood.
I've only played Desperados but they all have similar gameplay. Get your group of uniquely talented individuals and strategize your way to victory.

Keep an eye out for Door Kickers which was recently Greenlit. I have been playing the alpha and it's great fun!

Running With Rifles is rather good, but I don't know if it's what you're looking for. You're one soldier in the middle of a war; if you try to be a hero, you'll get killed. You rank up throughout the battle, eventually being able to command a squad of your own.

Hey guys, I'm just curious, do any of you happen to know of any game based on small unit tactics? I love strategy games and the total war series is brilliant, but Total War deals with running a nation and large scale battles. I'm looking for a game that features guerilla/urban warfare using small unit tactics. One where you focus on individual units working as a team against a larger force. Any of you heard of a game like that?
