I don't think DLCs work through family share, but i could very well be wrong.

Haven't really used family share but I remember the workaround for getting an achievement which requires a pre-order DLC in Pillars of Eternity is to someone family sharing it with you, so from that I assume you can share DLCs too but (if you have it) you have to remove the base game from your library first.

when\if price will love to 14€ in italy i would be happy do it,right now i preorder already all cd projekt red videogames on both pc\xbox and at this moment i can't afford 29,99€ dlcs,considering also the fact that in my opinion this is just the first dlc and another 2 will follow,for my long gamer experience to buy things...

If Account A shares with Account B the following things are possible.
If A has the Basegame but B do not. A and B can play the Basegame.
If A has the Basegame + DLC but B do not. A and B can play the Basegame + DLC.
If A has the Basegame + DLC but B only has the Basegame. A can play the Basegame + DLC but B can only play the Basegame.
Or in other words if you share, you share the whole app Basegame+DLC´s for it. But you can not share a app the other allready owns.
Even if it would be possible to only own a DLC you would not be able to play it because of this.

if steam "Account A" own cyberpunk2077 and family share it to "account B"
Then "account B" buy on steam store only the PhantomLiberty DLC
(but account B don't own the base game)

When then account B play (via family share) the base game cyberpunk 2077 will the the phantom liberty DLC work?*
*i mean directly from steam in official\original way , without to use unofficial "file moving\editing" workarounds or others things.
