Can I drop cards when I am with the status 'offline' on Steam?

Not when you are in offline mode, but when you are online and only set your chat status on Offline, you can still get them;)

Status offline? Yes (ie - opening your friends list and selecting offline instead of busy or away)
Not connected to Steam (offline mode)? No.

Yea you can drop your cards (Credit card, debit card, normal bank card, discount card). You can also drop your phone, wallet, keys, food and lots of other stuff.
