I know you've already played said The Sims, but The Sims 2 Ultimate Edition is free on Origin. Just log on, redeem a product code, and type in: I-LOVE-THE-SIMS. It's a hefty download though. 12.3 GBs.

All EA Sports games, Simulators, Box games, card games and Tycoons. Plus you can find a lot of horror and logic games on Steam. (Horror tip: Grave) Because you can find these games in that types I didn't write a list.

Non-combat RTS-wise, that usually means people are looking for games with the economic aspect only. You didn't go into detail, but I'm going to assume so, and that is the city-builder and management-sim genres - those are the genre names, in case you want to start searching yourself. Note, though, unlike those, the related base-builder genre (including Startopia mentioned in an earlier post) generally has defensive combat, in something akin to tower defense games, so not really what it looks like you're looking for here.
Management-sims (like Cities in Motion) and the related Tycoon games (such as Railroads, Hospital Tycoon, and Roller Coaster Tycoon)are really non-violent, and are probably the closest thing to non-violent RTS.
City builders (such as Sim City 4,Caesar, and Tropico), while they are an RTS, they usually have some level of violence. Usually, they have natural disasters which you can elect to inflict on your people, and many have a military component as well, though one doesn't really fight battles in them, one just sends off the troops, a math equation is solved by the computer determining whether you win or lose, the end. The heavily detail-oriented Anno series, though, heads back towards RTS combat, even if the focus remains the economy. And then, there's Afterlife, the sim of heaven and hell management from Lucasarts, where there's no killing things, since everyone is already dead, but there is robust amounts of torture and silliness.

but... in roller coaster tycoon I can make a roller-coaster that ends in a long walkway of people and send it through them all, killing them.

Shelter! If shelter wasn't mentioned..of course, if you let the hawks get you, then you're fucked. And you have to eat other animals to stay alive..but that's just the food chain. xD

Euro Truck Simulator 1 and 2, Cities in Motion, SimCity Series, Cities XL, Universe Sandbox, Football Manager (you SHOULD try this one! :p), Dwarfs!?, Peggle (the Standard game on Origin for free, Peggle Extreme on Steam), The Sims 2 for free on Origin.

If I look at the Twitch page, first 50 games listed, except for FIFA 14, all games you have to kill something. No other ideeas for game? What i played so far with no killing: Simulator games(farming, trains, racing, sports, etc.), The Sims, Kerbal Space Program, World of Goo, Wild Life park , Super Hexagon.
What other interesting games like this you know ? Any RTS?
