I was going to do a clean install of Windows 8.1 on my C: partition, so I backed up all of my installed Steam games and keep it in Steam's installation directory on the D: partition.
And then, to cleanup my Steam directory (so the folder is clean when I reinstall Steam later) I uninstalled Steam. Before uninstalling, I renamed the Backups folder just in case if the uninstaller deletes the backups folder too. I didn't move the backup folder to another directory because I thought the uninstaller only deletes Steam's files, not the backup files.

When the uninstall process was running, I saw the backups folder got deleted too, so I immediately cancel the uninstallation. But the backups folder's already deleted, so all of my backups are gone. I tried to recover it using Recuva but it can't detect my backup files properly. So, is there any good recovery programs that I can use? If not, well, I think I'll have to download them all over again :(

Any help would be appreciated, and sorry if my English is bad, I'm not an English native speaker.

Use Recuva as soon as possible to recover deleted files. It's free and it works just fine.

EDIT nevermind, you already tried that.

Well I used it but instead of detecting all depotcache files (steam backup files) it detects some files that look like some regular game files (dlls and such).
I'm so confused right now :S

Well I didn't install all of them, I only install some games that I like. What I mean with "all of my Steam games" is my installed Steam games, sorry for the mistake.
Well, I guess I'll have to download them again. :(
