Steamcompanion had to make a similar change to their system, where the GA page now has listed (person's name) is giving away (game name). Not sure if it's effective or not.

Sadly no, people will still make fake giveaways either because they know they are making a fake one, or they will still think that its the site that gives people the game.
Really what they need to do when you click the create a give away button is just have something on the page that they have to click that says "I know and understand that I am the one that has to have the game to giveaway either as a serial number or gift in my steam inventory."

And again just keep it in there for the first 6 or 7 giveaways because at that point they should know they have to provide. Even better just remove the check box or auto check it after that point but leave the text there as a reminder.

I don't know what the hell is in the peoples heads. When I was first time here and don't read FAQ yet, I don't have even a little thought that if I press make a giveaway, the users will give me a game. I don't even imagine what kind of stupid person you need to be, to think something like that...Sorry for my temper, but I can't hold it enymore.

A lot of these people are either not native English speakers, or they are incorrigible, card-carrying morons, who believe that a website actually exists which will magically supply users with an uninterrupted stream of free Steam games, based on whatever they choose in the menu. Furthermore, those witless imbeciles in the second category don't even smell a rat when they look at the Giveaways section, and are greeted with almost exclusively cheap/bundled games, rather than the wall-to-wall newly released AAA titles that anyone with even the faintest signs of cerebral activity might expect if Steamgifts.com was in the business of printing money/Steam codes.
Either way, your solution will not affect their actions. They believe in fairies at the bottom of the garden; that inherent goodness and selfless altruism exists in the heart of every politician, and that OJ Simpson was innocent. They aren't going to let some dropdown menu whose contents they can barely decipher convince them otherwise.
What your solution WILL succeed in achieving is adding another tedious step for users with double-digit plus IQs, who already understand how the system works.

i believe in fairies v v im 100% sure ive legitly seen one before. it even talked to me... im possitive... i was also kinda half asleep. but im sure it wasnt a dream lol v v all it said was "what are lady bugs" then i think i fainted or something lol

This is indeed a great idea, they already removed the estimated wins and now theres no more threads about why people havent won the X amount of games their profile says, hopefully it will decrease the number of fake giveaways or at least remove those who make them after they did the first one

this is not a stroke of genius, its more like a brain fart. the people who make fake giveaways are either stupid or can't read english.. how is changing a couple of words going to make magical lightning strike, when common sense isn't enough to do it for them?
sorry if that sounded rude, im just so frustrated by fake giveaways and i know theres only 2 ways of fixing it, and none of them involve the belief that changing a few words is going to do it im afraid.

It didn't just sound rude, it -was- rude. You had enough forethought to make your excuses but not enough to edit your tone, so... yeah.
And to answer your question, enough small things can have a cumulative effect. Not every empty giveaway is through emptyheadedness or a total lack of language understanding. Speaking patchy english can lead people to the wrong conclusions about the giveaway function (or the function of the site), so clarification can have an effect. Another step would be to use the universal language of images. At the head section of a new giveaway page, it could insert their own name and avatar, the image of an arrow and a thumbnail of the game, and then another symbol representing someone else.
Even if they don't speak english, the image format would show them that the function is to give the item away, not to request an offer for a free copy. You can't solve every shade of fake giveaway in a single fell swoop when they have various reasons for being made. You tackle each reason as best you can, and eventually the number goes down. \ :3 /

That's because I didn't have a problem with the tone, but I had the forethought to assume that the OP might, which is why I made that final comment... but as for the content of the core message, I worded it exactly how I felt it should be, and have no problem with it.
and no, mods have tried up and down to make things clear to people... changing all the words to make things clearer and clearer... how much has it changed things? It hasn't. It hasn't had any impact, there's as many fake giveaway's as there has always been.
and speaking patchy english is a poor excuse, it really is... i don't understand any japanese, but i would never go to a japanese website and just assume that sky-gods will magically give me games because i want them and select the game i want from a list.... come on... its just "silly" people not using common sense, and no amount of 'better english wording' or 'pretty pictures' is going to fix that.
fake giveaways are something that people of this site just have to accept because they're not going away. using ones own common sense to avoid fakes is the best and ONLY protection/solution we have, because the only EFFECTIVE solution to this issue, would be if a: we went back to an invite-only system where the person and the individual who gave out the invite are responsible for the invitee's actions, and b: mods take fake giveaways seriously and start banning... and the mods have given a 100% NO to both of those, so the only solution we are left with, is to look out for ourselves.
No one and no thing is going to do that for us.

Most of those fake giveaway creators are people who can't speak English, like Russians.They don't even understand the meaning of the word "giveaway".We should use simple phrases like "I have this game and I will give this game to the winner of my giveaway for free." while creating a giveaway.

i think the way to stop all these fake giveaways is to change the 'create a giveaway' to 'giveaway a game'
and where it says 'select a gift' it should say 'what game do you have to giveaway?'
then finally the 'create the giveaway' button should be 'im ready to giveaway this game!'
if your still getting confused after that you deserve your steam account being blocked from this site
