I'd say it's a "per case" decision.

Would not make much sense to me to let someone who owns Max Payne 2 enter a Max Payne 1+2 giveaway.
However I'd let someone who owns only Half Life 2 or only Portal enter an Orange Box giveaway.

In the end it's up to you =)

Up to you but... Depends on how many games in the package, and which game(s) they have. If they're only missing one game from a large bundle I wouldn't let them/reroll if they won.

it really depends. For example if someone enters just for few DLCS while having main game, or if he owns brand new AAA title from package and enters just for few oldish 5$ worth games i would not allow. If all games have same price and he owns small % of package, no prob for me.

I would say it depends on the value of each item, but better less entrants who don't own any than many entrants who own a part of it.

I'm on the other side of the spectrum, I think if you put in the points toward a more expensive giveaway and you manage to win you should get it regardless of how many of the items you already own. I don't believe ownership of a game should penalize you.

Even in the case where there's 100 Games/DLC in the package and you already have 99 of them. If your willing to put in the points I don't see why you shouldn't be allowed to win.

I'm fine with either extreme however. I just don't like how its its in the grey area where the giftee makes the decision on a case by case basis. If they disclose this in the giveaway description that's fine, but I'm guessing it happens quite frequently where a giftee doesn't let the entries know until its too late.

I think a person is OK to enter while having some games from the package as long as he or she doesn't own Bad Rats.
