As you say, use your control panel to remove it normally. Then reboot. After reboot install the new driver with the "clean install" box ticked. That's usually enough and how most people do it if they want a clean install.

Using Driver Fusion (this replaced Driver Sweeper quite some time back by now) is possible, but most of the time not required. If you do run Driver Fusion in safe mode, make sure to right click and run as administrator. Elevated prompt gives it the right permissions to remove all required data.

Another step is to either disable network access or internet driver download option. This to make sure drivers are not downloaded and installed from Windows Update in the meantime.
