Green Man Gaming has it for $54. That's about the cheapest you can get from reputable sites. I have heard of one Russian site where you can get a non-region-locked version, and people have been able to play it (~$18) but that's a whole can of worms. I'll post a link to that forum thread if you want.

Russian keys are region-free, AFAIK, you can look here if you want, i was buying here for years with no problem. Just type Borderlands 2. I'm planning to get Borderlands 2 + Premiere club access and Season Pass as well, everything will cost like 34 bucks.

But if i were you, i still wouldn't risk. Though some Russian retail keys are region free (IL2 Sturmovik: Cliffs of Dower, for example) and there're no known cases of banning, but... well, it's up to you.

I would personnaly recommend you to wait for a Christmas sale.
