If your still paying less for the games you do not own,you are still saving...
People are just ticked because it not the same discount,people just want to have there cake and eat it also,they give you a way to save money and not buy all the games for one set price..
And people are up in in arms because the discount is a bit lower even if you still pay less then all the games
Then they sometimes wonder why PC players get treated like they do,as you can not please them at times even when they try do something to help they find something to pick apart.Valve finds a way to help you save over buying a whole package but since the discount is lower but still saves you more then buying the whole package..people pick that apart.
I sometimes think some pc gamers have become entitled pricks lol :) Thinking everything should always be fair and how they want it.
I am glad they finally did this,there been quiet a few games i never bought the base game just to try it because it would be better to and cheaper to buy the whole package then try it,then later add the missing DLC if you so wanted.Now if this moves to all packages with DLC or Franchise packs.I will be more willing to buy the base game and add stuff later as i can afford it.

This is very nice, especially for episodic games like RE Rev2 where a lot of people got episode 1 but the discount for the upgrade was just temporary, now we have to pay the same as people that don't own episode 1. This game isn't included yet in this new method, but hopefully it will soon.

there is a bug with the " valve complete pack " pack.... i got l4d2 from that free holiday christmas promo back 2 years ago,and right now the steam page is telling be i am only missing two games from valve and the price of the pack would be 13.50€... but when i add it to the cart it's 22.50€.

It would be really nice to have that option.
It also would be nice if you could buy the whole bundle as a gift. Cause the way it is now it is impossible to get gifts. (a gift of course would need to include everything, cause Steam can't know who would end up using it)

That is not true, the bundles simply can't be bought as gifts. Try buying a gift copy of the Professor Teaches Office 2016 Suite.

Has potential to be good, I'd like if there was an option to take the full bundle and get what you already own as an item in your inventory that you can gift, but since so many of those don't do that a discount is a nice alternative.

It is nice that they are doing that, and long overdue, it would be even better if they gave us the option to either take the discounted price based on the games we already own in the bundle, or, pay the regular price, and receive a giftable copy of the games we already own.

Honestly I'd rather get a choice of a discount if I already have part of the bundle, or giftable copies.
In some cases the extra discount for having a game already might be only pennies, especially if it's a base game that they're selling a lot of DLC for. In that case it'd be worth it to pay the normal bundle price but get a giftable copy of that extra base game to give a buddy who is even poorer than me :)

Steam is making a major change to the way bundle prices work, opting for a more dynamic pricing model that takes into account whether or not you own games featured in the bundle.
Valve has yet to officially announce this, and likely never will, but PCGamesN has obtained official documentation the company sent to developers.
What this means for you is that you’ll get a discount on a bundle if you already own one of the included games. This also scales up depending on how many of the featured games you own. By doing this, you’ll only get the games you do not already own whenever you buy a bundle.
“With Steam Bundles, if a customer already [owns] some items in the Bundle, they will pay for and receive only the items not already in their account,” the documentation reads. “This allows the best fans of your series or franchise to ‘complete the set’ and get a deal on the remaining items in the Bundle.”
Valve goes on to say that bundles and complete packs are “a bad deal” for customers that already own a chunk of the included games.
“Either it made bad economic sense for those customers to purchase the pack, or they just felt bad about doing so since it [looked] like they were paying for products they already [had]. The new Steam Bundles system addresses this,” Valve continues.
The regular style of bundles will not go away, and Valve calls them “Must Purchase Together” bundles. For these, expect to see added extras such as art books, soundtracks and whatever else you can expect from deluxe editions.
As the site notes, another effect of this will be a drop in the number of times in which a bundle would cost more than buying included games individually.
The Headup Games Complete Bundle is apparently one of the first to implement this new strategy, but there’s no clear indication when more will follow suit.
It’s probably worth mentioning that this would only apply to bundles purchased directly from Steam, and not through third-parties such as HumbleBundle.
