Looking for fighting game PC with customization

Like I said in the topic, I am looking for a good fighting game in which I can make custom characters, and I was hoping to get some suggestions. This would need to be on PC, preferably available for download. I would prefer to have it a 3D game. When I say customization, this is mainly referring to visual/clothing/weapons, and partially skills/abilities. What makes me want to find one is that this weekend, while visiting my sister, we spent a lot of time playing Soul Caliber 4 on her Xbox, and we had fun making custom characters.

EDIT: 2 Things, I am mainly looking for a fighting game such as Street Fighter, Tekken, Soul Caliber, Mortal Kombat, and other arcade brands you may have heard of, and I think there is the possibility in the future that Soul Caliber V will be available on PC, but that may take some time, and maybe my only option for a 3d fighting game with customizable characters. (and alt-skins only doesn't count if that pops into your head)
