A winner of one of my giveaways from a while back, replied to that giveway today. He replied with a comment that I didn't particularly like. So I wanted to tell him "Welcome to my blacklist". Now, before you start judging me, I don't blacklist people left and right, I also don't do silent blacklists. But as I was typing that I realised, that he could remove the game he has won from steam, and mark the giveaway as not received.

i dont judge you, im against blacklist in general i only blacklist those i find out blacklisted me ...but its your decision.
but i dont think someone will try to win a game, play it, delete it and then change to not received...just to hurt you, it hurts him more.

If it was a gift then very easy - GA creator shows his trade history showing that the gift got delivered to Winner. In case of key it may be more tricky, but I guess winner who unmarked his win would be required to show the proof that game got revoked - like show his Account licences history - and it will tell whether game got revoked or removed by Winner himself.

Can't answer you that - generally the rule of any anti-cheat system is that the info about how it's running, what data it tracks and keeps is usually secret - if you were explained in details how everything works it would be valuable data not only to you but also to anyone trying to exploit the system, because he could then come up with 100% undetectable method of cheating ;P

The option has to be there because games can be revoked after being activated (due to credit card fraud, etc). Yes it can be abused, but so can many things here.

Wouldn't it be more logical to leave that to the ticket system, after all how many cases of credit card fraud related to steamgifts giveaways are there?

I don't know how many cases of credit card fraud there are, but I have heard of several cases of games getting revoked and zero cases of people removing games from their library and then marking games as not received. So why not leave that up to the ticket system instead if it ever happens?

You haven't yet heard about games getting removed, because that was added to steam a week or two ago. While credit card fraud is as old as credit cards.

I'm fully aware that game removal was added to Steam recently and maybe it will become a problem - but you have no way of knowing that or how common it might be. But games getting revoked is an actual (although small) problem right now, like you say yourself credit card fraud is as old as credit cards. So why change the system for something that might become a problem?
And would it be a good idea to change the system anyway? Many people would consider an apparent unactivated win due to a revoked game worse than a 'not received' game, so again I say why not leave that up to a support ticket instead?

I remember at least one bigcase - guy had hundreds of Never Alone gift copies which turned out to be exploited. He made multiple GAs with them not to mention performing few dozens of trades with them before they started being revoked.
Also much more common thing than GA creator trying to scam other users with revoked fraud is the case of GA creator getting scammed himself. A lot of people make GAs with games they traded for and every now and then it laster turns out that GA creator got scammed and gift he sent got revoked. Happened to memmyself once - luckilly it was a cheap game and GA creator simply bought me a new copy himself.

Yeah, most of the cases I've heard about where games got revoked were honest users who had obtained games from traders or sites like G2A.

I think it was already suggested, to prevent various kind of exploits, that SG holds a list of games the user has activated, even if they have been removed. The worry was somebody removing a game to enter a giveaway and then readding and regifting the win.

Steam has added a possibility for self removal of games from library. So I could win a game on steamgifts, add it to my library, mark it as received on steam gifts, remove it from steam library and mark it as not received on steam gifts.
I wouldn't do that, but someone could do this to you.
A GA creator is not protected in cases like this.
