That is correct. Steam gifts from the US are always ROW. I believe the gift to be incorrectly tagged by Steam.
edit: the OP most likely got a 2nd copy of Frozen Synapse Prime when then redeemed a Humble Bundle key for it from the Strategy 2 weekly bundle. Frozen Synapse Prime always comes with an extra copy from what I gather. It's even mentioned on the Steam store page for the game.

I don't know about gifts, but I know there are keys that are region locked to NA. I'm just stating that to be safe. If it's not actually region locked, obviously feel free to do what you want.

For game that are available in X regions except Y, I think being able to select multiple regions on GA creation would be handy. I have keys that can't be given in just SEA or just RUS, but are fine in other countries. A region would have to be added as a bucket for all regions not listed though.

I have the same thing. I am to assume that since it doesn't state which countries it is locked to, that it really isn't locked to any.
I do not want to give false information, but I think it is region free and can be given away as such. Not sure though.

I have one as well, no mentioned countries. If one of my friends wanted it, I'd test it to be sure, but no luck, they have it.

They are, for certain regions. But this particular one is very elusive as to what region it is for.

It is a false region locked. Had a copy (Canada) and sent it to someone in Japan and it worked fine. I'm guessing that it is just a bug that's all.

Had the exact same thing, opened a support ticket, got an answer stating that the region warning is an error: there is no region lock in this case.

It popped up in my inventory after I bought some deal. Not sure which deal it was but I'm in the US and it says it's a region locked gift. This is my first time having a gift like this. How do I properly start a giveaway for it?
