Playtime offline isn't recorded by Steam, so I'm against this proposal as I don't think it should be a requirement that people be connected to the internet whilst playing.
See in my case Osmos and World of Goo. Steam says I've barely played them, reality would put me well over 10 hours for both.

+1 Also, what if the gifter wins the game but realizes he cannot play for a while because he has a tough period in life and doesn't get much time for games at all. Based on what you say, he would loose hid gift just because he is having a tough time in life.
Oh, and how exactly do you propose that a gift be removed from a person's steam account? Once the gift is received, it is tied to that person's account. You cannot get it back to reroll- unless if he hasn't activated it.

@Rand I can see the problem with that, but what I'm proposing is just a set time played. Unless you want to stay offline mode for the rest of your life, I wouldn't say that it would be hard getting let's say 100 hours eventually.
And @h4r5h4v3ng3r, the point is that you have to have the requirement of playing before you can join.

i don't like this idea. if i play one game for hours, that does not mean, i'll play another game for hours. so that won't stop me from ignoring my gift.
a better idea would be to make the user play his new gift for at least 10 hours before getting another gift..:) well.. yes, everything is exploitable...:)
and there should be a legit way to baypass that restriction by giving away something else in exchange
and that exchange gift should not be some exploited game, like HIB, DM MP, Eets, Dirt3, ..., or some cheap/free DLC

I disagree, the serious gamers I know all have a backlog of games they need to get around to, myself included. Just because a new game isn't played much or even at all within the first week or even month, doesn't mean it isn't going to be enjoyed.

If you really want to know someone will use your gift, then you should give it to someone that really wants it. By putting it on steamgifts as a public giveaway, you run the risk that the person who wins won't appreciate the gift as much as you want them to. Example, I entered a bunch of frozenbyte bundles just because I thought splot looked cute. Since splot isn't even out yet, it looks like I haven't touched the bundle (well I did play trine, it's pretty fun). But if the giver wanted me to play every game in the bundle the week I won it, well, they're out of luck.

Now, many gifters will be pissed off that once the recipient got the gift, they won't be playing it. The gifter can ask for a reroll so then it can be hopefully gifted to a more active person, but how about making it a requirement in order to enter giveaways? I know this can be easily bypassed by idling in TF2, but this is just an idea right now. I haven't thought of the exact details yet.
