As others have said, it's more like 5%, but even that seems a bit high.

I think the reason is probably because the giveaway was widely publicized, attracting people who aren't Steamgifts regulars. And, of course, since they don't visit the site regularly (and may not have even heard about it before), some of them likely entered the giveaway, forgot about it, and never came back to the site to receive their reward.

It is true.

The people whining are generally those who bought the game in a bundle, a day or two before Support got around to designating it [retrospectively from the actual release date of the bundle], and gave it away immediately, thinking they'd beaten the system.

it's true. but SG usually add the games to bundled list couple days later. so the giveaways createdendedmarkedasreceived between actual bundling and adding to list may cause cv removal

Dunno. Personally I'll always hold Pkeod as the biggest gifter because he's the only one to my knowledge that's made a 100% public giveaway with more copies than entries.

Well, the thing is, that was 2 years ago and the site has grown a lot since then. A 25,000 copy giveaway would most likely get a lot more entries now than in the past. I mean, I think the 20,000 was like 1/3 of the sg userbase back then. The dev was also giving thousands of keys on reddit, so it's also quite possible that most of the people here got those keys and thus weren't eligible for the giveaway anymore.
