To be honest you cant really be sure its not coming at some point. GTA 5 was discussed to be a freebie 5 months ago at the beginning of 2020. As it didnt come people figured the rumor wasnt true, while in the end they actually gave it away. So might as well expect witcher to come at some point as well if rumor started that it would be a freebie

Nope. Borderlands: The Handsome Collection only includes Borderlands 2 and majority of the DLCs for it, as well as Borderlands: The Pre-Sequel.

Not really. The Handsome Collection includes all games that feature Handsome Jack as the villian which is just BL2 and The Pre-Sequel.
BL1 is not included for the same reason why even in a year or two Borderlands 3 won't get added because this time you're fighting teen Tik-Tok influencers and not Handsome Jack. (except maybe in Handsome Jack's Jackpot but let's ignore that for the sake of simplicity)
I do agree however that it's a really stupid and arrogant name for a Collection because if somebody is going to buy a game odds are they haven't played it yet so how the fuck are they supposed to know who the villian is.
Maybe at some point 2K will release a proper Borderlands Franchise Collection but that's obviously gonna be more expensive then.

Yeah, I was wondering about that myself.
I think the fact that it's currently no longer sold shouldn't play any role because as far as I know it was never part of the Collection.
I can't tell for sure because I haven't played it yet but one possible explanation would be that in Tales Jack is not the villian yet we know from the main games, it's more of his origin story AFAIK.
But more likely they just thought it would look they are artificially increasing the price and many players who mainly care about shooters but not so much for Adventures wouldn't like that.
