Dont think there are locked NA keys, but even ROW keys cant be activated in some places, like Russia and CIS countries+Baltics. Maybe someone who has bought it from Amazon before can say whether its ROW or WW or whatever :P

I'll just +1 this... bought the older pack last year (which also doesn't include Nights into Dreams, but it wasn't on Steam yet -- and did include Jet Set Radio) and back then it was separate keys, but that has this store page (it's Unavailable now though) listing out each game
