No, it's because he hit his bundle cap (bundle games can only earn you $30 + 20% of non-bundles).

So he has $30 of bundle games (Ships/Time Gentlemen/Hearts of Iron) + $20 on non-bundle (early DOTAs) + $4 (20% of $20).

Same as any bundle game, can only be worth 20% of your non-bundle games.

If you are focusing on raising contributor value, it's best to avoid bundle games (any game that has a star at the end of it's name in the giveaway list).
