If let's say I buy a game not available on my store from a russian or someone, will I be able to add it to my library?

Depends entirely on the region/selling restrictions of the game. You can look up the games on SteamDB to see which flags have been set (under Additional Information). You should also get warned of any such region restrictions whilst trading too, iirc steam displays a little message for any inventory items that are restricted, but don't quote me on that.

If it is available in your region you can buy a ROW copy from someone else and activate it.
If it is not at all available in your region then you won't be able to activate (or you'll have to use proxy which will be against Steam TOS and might get your game removed and you can even be banned)

they're not bad either. . .depends what you're into.you need to stop ppl from tricking you-byyy simply visiting the vast database of reviews that is internet.also youtube,for apparent reasons.and start deciding for yourself.try not to pre-order games on a whim,if that's your thing,that is.a lil' patience can do you a world of good.

I always seem to acquire AC games about twice as quickly as I beat them. And considering each game is really just more of the same, it makes each game feel even longer, which then causes me to wait longer to play the next one.
I've enjoyed them all and don't regret playing them so far (finished AC:Revelations about six month ago), but they don't ever seem to change enough to really get me excited to play the next one.

SEA region. They also changed the price for borderlands pre sequel, it was SGD $55, now it's SGD $75. Not that I had money to buy it :C I can wait for the price to drop, I guess.
