As for your question, I'm not sure. The rules don't say anything about region-locked games being forbidden except for private giveaways.

I guess that if the private giveaway is joined only by people able to claim the gift, it would be good enough. I suggest you to make it a group-only giveaway, where you are able to control who can join your group, therefore the giveaway; because if someone gets your private link and joins while being uneligible, that would be quite an issue.
Yet I don't know, staff might answer you if you send a ticket :p

Hello @all,
I have one of my gifts that was retro locked few times ago, and never had a clear answer from Valve (not a pricing error, and way before the current region complete lock system).
So, I was wondering, since we aren't supposed to make giveaways for region lock game, if it would be allow as a private giveaway?
