Ok I had the same problem, probably downloaded the same file. Here are the steps i took to fix it:
1) Open C:\Program Files (x86)\Steam\steamapps, you may have stored it somewhere else, but find the "Release" file and open it.
2)Locate the Default.ini file
3)Right click on the file
4)Click properties
5)Locate the tabs at the top, click on security
6)Under groups or user names click on the field that says Users(YourPCName-PC\Users)
7)Now under permissions for users click allow full control
8)Click apply and OK...this will now allow you to edit the ini file which contains the language code.
9)Open the default file
10)hit control F this will open the search field
11)type lang and hit enter
12)you will notice that it takes you to the language section of the file which contains all the codes for the languages that are supported by the game. int is the code for English.
13)continue to hit next until the search is done you should see this:
DefaultPlayerMenu=
Language=rus
14)Change Language=rus to Language=int
15)Under file click save NOT save as, just click save
16)Play bioshock, everything should be in english!
17)Of course if you want to you can change it to other languages as well.

I said piracy because i did find it on some help forum for torrents. Look at it as a disclaimer, nothing more :)

yeah i found those patches to :) But this is only a fix for the language.

Sadly the game is long gone from my library by now. Steam support had it removed from my account since it could do nothing about it and all attempts to change the game files were getting overwritten by the steam client. ):
But at least if anyone else has that problem they can find your solution here, perhaps it'll work for them. :)

I know this perhaps isn't the best place to ask, but the community here is so nice I decided to give it a try.
So a while ago I got a present that made me very happy, Bioshock and Bioshock 2 from a guy from Germany. But out of instinct, though I blindly claimed the first one, I decided to add the second one to my inventory until I finished the first one.
The game then sat there in my library until vacations began, since I had no time to play before...
Recently, after many problems, I finally managed to get the game to run.. only to realize that it was in German (which I don't speak, unfortunately), and there was nothing steam support could do about it. So I am now stuck with a game I can't play in my library, and can't even buy it again to fix it (or at least that's what I assume).
So my question to people who own a Bioshock 2 that was bought in Germany is... ): Is Bioshock 2 also in German (and censored) like Bioshock 1, or is it safe to add it to my library?
