Would a VPN not work with the new region locking?

If Steam just checks what country you're in for activation, what's stopping people from just using a Russian VPN when entering the key? Or does that not work?

It's against the Steam TOS and might result in a ban. Especially after These changes they will be aware of people trying to use a VPN
