can i giveaway region-locked games ?

I bought a game and they send me extra 3 copies but they're restricted gifts.
My question is, can i create a giveaway for a specific region ?

Yes, you can. When creating a giveaway, there is a section called "Region restricted", where you can select all the countries that are eligible to enter.
