So, which phone?
Agreed, you should try to aim for Quad Core + 1 Gb of ram, Moto G is the best budget option

From these two, I'd go with the Samsung one. The extra RAM would be more helpful for such a limited phone than the extra cores. If you can afford anything better though, try to aim a little higher.

I don't need 2 sim card slots at all :D
Also no custom ROM. I'll consider getting Moto G, but this is free with one of the cheapest contracts which is fine, i have an incredibly crappy phone already, its gonna be a major upgrade.
EDIT: Moto G not an option, Moto E maybe but not likely

Samsung got better camera, 2 SIM and better build quality.
Moto beats it in every other aspect, most importantly good battery life and processing power.
Moto may overheat thou, but you should put stress test on it first week after you buy it. If it doesn't break in first week it most probably never will :)

The min. for smartphones is 256 MB ram......and the CPU cores count for more than the RAM.
The quad-core Alcatel is the better option.
(Windows Phone "Nokia Lumia's" are very expensive; the legendary hardware craft of Nokia is still there, but it has dated/difficult software)

I agree with Banea, i have a moto g 2nd gen and its really great. no lag spikes on any game i have played (ive played san andreas on it, if that shows you what i am talking about).
moto g 2nd gen is great, there isnt much diffrences between the 2 generations except the 2nd gen has a bigger screen

New development, my parents are willing to get a mor expensive contract and i might get Sony Xperia E4. My only regret is that its not LTE which we now have.
It seems the provider has really poor choice right now, too bad i'm getting the phone by the end of the month, probably tomorrow.

Its mostly one or the other and i'm getting both free with a 2 year contract. Alcatel has 4 core CPU, but 512 MB RAM, Samsung has 2 core CPU but 768 MB RAM i'm really not sure what matters in a phone. Not planning to play a great deal of phone games or really use the phone for anything special, but i'd like the option to play games or use Skype sometimes, maybe.
Alcatel Pop D5
Samsung Galaxy S Duos 2
No potato option, this is important for me, sorry.
