Once you submit a user report, your involvement stops there, so if you need help with something, that's not the appropriate category to use (which would be "Other" in this case since none of the others is fitting)

Some future Tips:
When you ask for a reroll hide the key again until it is rerolled or the reroll is denied.
If the winner has allready viewed the key (indicated by the eye icon beside the key ask support for a request feedback for this game.
Use the correct subforum when asking for help.
As for this situation i think the only thing left for you to do is ask the new winner if he is ok with deleting the giveaway by explaining the situation to him or live with a not received feedback.

Consider that this might cause suspensions even for those winners who receive a dupe key, and thus are unable to activate it.
I don't think there's a really precise way to deal with this, at a certain point some faith is needed: in the gifter, as well as in the receiver.

If the key has been viewed, the winner must activate it. You have no responsibility (and you shouldn't have) re-rolled in this situation.
You can get in contact with the winner to get them to provide a replacement, but beyond that, you can only hope karma kicks in (if you believe that for a game you paid 11¢ to purchase) In this situation I'd be reacquiring the game (buying it off DIG, where you likely got it from), and providing the new winner with the game. If you wish, there is always a blacklist for the other user.
ALSO: change the Discussion Section - this should be listed under "Help", not "Deals". Otherwise, just close this discussion, no more that can be done now.

But I don't see any "legitimate circumstances" to ask for a re-roll, based on OP statement and history of his GA's. As far as I understand this situation, OP saw that his winner checked the key but didn't activate it, so he just went and asked for a re-roll, although there was still plenty of time left for the winner to activate the key.
Basically OP shouldn't have asked for a re-roll in this situation, and I'm surprised the re-roll (if there actually was one) was granted in the first place.
