if you can afford it a gtx 970
if not then anything from amd starting from the r9 280

i seen the R9 280x going for 180$ at some stores, thats GTX960 performance for 100 less.

if that then ill probably wait for the R300, but they are not going to come cheap, and im pretty sure AMD is going to kill quickly any R9 200 leftovers. Might be a good time to grab one.

I'm drooling at the prospect of building a new PC with an R9 300 series. Though i built his PC only a bit over a year ago.

Wait until the r9 3xx cards come out and then look for sales on the old cards if you can't afford one

Apparently the 300 series are coming out in a few months. But if you want a card now I would go for a GTX 970 or R9 280.

They're supposed to come out this quarter, probably around E3. So it's probably best to wait and see how they affect the market.
