People bidding, and winning, games they already own

Entering giveaways for games you already own is against the rules. Cg can just remove the giveaway / reroll the winner. You are well within your "charitable rights" to refuse to gift to someone who is breaking the rules that are expressly implicit when you join this community.

There's something in it that they don't own, which is presumably what they entered for, so yeah. Benefit of the doubt.

I would assume that you would be allowed to do that, however I would not unless it was a big pack and you only owned a couple of the games, simply because it is rude IMO.

That is against the rules. If you want a friend to enter a giveaway, use your 50 points to generate an invite code and invite him so he can join steamgifts. It's in the FAQ

Wow that is pretty lucky, but I dont really think he was doing something bad there. The chance of winning both is unlikly, so he would have thought to put entries into both so that he would improve the chance of winning.

That's frowned upon - just stockpile 50 points and generate an invite for him/her.
