You have to split, one roll per >$5 purchase, according to the FAQ.

Nope, the only thing to remember is that you get one free spin with every order worth $5 or more. So if you want to have another go, you'll need to make a separate order - again, worth $5 or more - in order to have another opportunity to spin!

I paid $4.99 for two bundles and got a spin, so it's not precisely $5.00. Won SimCity 4 Deluxe, like a bunch of others here. I'm not complaining, but I was planning to buy those bundles anyway so it's just a bonus as far as I'm concerned.
