It is legit, but GTA is not steamworks. Ctrl+F the word steamworks to see if it finds steamworks in the page of the game you want.

Nuuvem games tend to be ROW. I didn't buy from them, so I don't know for sure. Try their support or twitter. Apparentely, they respond really fast.
