I look mostly on creators account - if he actually could afford a game he gifted. Obviously kids playing F2P games + some other cheap games, cannot afford on developer packs or Skyrims. Also, legitimate contribution on SG account is important.
Anyway, you are only reporting, it's moderators job to check everything and take action.

Like that's the only indication. -_- ; If the giveaway has like 2 entries and its the creators first giveaway and he just recently registered and the winner is friends with the creator that's not suspicious at all.

It doesn't garantee 100% of those are fakes, but those situations include all the fakes plus those giving away the games they won. Both are banable.

people still do it because the mods refuse to take a hard line with people making fake giveaways. they just delete the fake giveaways and dont ban, suspend or even list a non-recieved next to their name. is it any wonder it still continues to happen?

I've seen quite a few fake giveaways... I don't bother reporting them because I have no faith in the moderation of this site any more. I know its just not worth it to click that report button...

there's a solution: if you win game and mark as received, you got 2 days to activate and at the next sync the system checks that so if you don't it autobans you

maybe not automaticially ban, because there's always the possibility of steam fuckin' up or something, but it should at least automaticially be reported and looked into.
