Why would you enter a giveaway of a game you don't want or can''t play. I hate it when i give a game and someone doesn''t even play it.

That's called regifting, and it's not allowed. You have to activate the gift in your own Steam account. Why would you even try to win a game you don't want to play?? You would rob the chance to win from someone who's really interested in that game and deserves it more.
