So I'm new to this I've been reading that your CV goes down over time as the steam price changes. First does CV stand for Contributor Value? (I just did my first two giveaways and they haven't ended yet). And two, Is this true?

Yes, the amount of points needed to enter a giveaway is equivalent to the price the game has on Steam (in US$)... if it changes there, it also changes here on SG. Also a factor is if the game has been bundled in the past or not (~95% discount and most games bundled on one of the many bundle sites), for further info look here and ultimately here.
