The Crew on nuuvem (uplay) - region locked or not?

I tried buying Grow Home and I don't remember which other game, but it was an AC game, during the winter sale. It was during this time period that Paradox also started forcing it (tried to buy an extra copy of EU4). Other people have had the exact same issues with the same publishers, they get denied after the paypal step (don't worry, no money is taken from your account).

It would be nice if someone could help compile a list of the publishers that enforce this check. These are the ones I've come up with thus far:
