I swept through local gaming sites (I'm polish and CDP RED is polish studio), and it seems that Cyberpunk is developed by internal team within CDP RED and some people were moved to work on Witcher 3 for time being. But it's in development and CDP RED spokesman said that thanks to development of Witcher, whole experience acquired during that process will be put in the development of Cyberpunk 2077.
tl;dr it's on hiatus, probably late 2016 at worst.

CDPR said it would come out at the earliest in late 2015, since then The Witcher 3 has been pushed back so I assume that it will get pushed back too, to 2016 or even later.
