Levels??? What are levels and what is the point? whats the benefit of having a higher level?

As you give away games, your level increases. Increased levels are used to enter giveaways that aren't open to all users. It can make a difference in your chances, but really only if you gave away hundreds of games. Lower levels won't really help. It replaces the previously used CV, with a few changes in how it works.

If you want an idea of just how much each level will increase your chances, here's how many people are in each level. That'll change over time, of course, but that's a rough idea. No more people than that can enter a giveaway for a given level. There will be less because some people already own a game, don't want it, don't see it, etc., but the max possible is however many people are of the required level.

Not quite—it's how many people are in that level or above. Levels 8, 9, and 10 can all enter into Level 8 giveaways.
