When i open the hompage of razer with vpn and fr. adress it shows 3€ but as soon as I click the profuct it shows 16€ also in the shopping cart prior to the checkout...

If you paid using debit card i suppose that takes more time to get refunds, usually on labour days (if i remember correctly are like 2-3 days). Wait till next week and see if you got it, but keep sending mails to know the status of everything.
