What kind of changes would you like to see on sgifts?
I understand why the system was put in place in the first place, however, now with more regions getting different pricing, it's ruining some great games. I understand that there are few people on staff, but perhaps it's time to grow and change with Steam. Steam is growing and changing, adding regions and opening new markets. India is pretty cheap now too.
You can disagree or agree with me. Just throwing out my two cents. I'm sure plenty of people would love to continue to help make this place awesome. So I doubt there is a lack of manpower available. :)

My idea was different region locks = different CV percentage (based on the average price in the particular region, because you are right, some regions are not ROW but price is the same as the US), but someone pointed out below how it can be abused easily so now I am sad again :(

But that can still be skewed towards less value for money, the same problem removing region locks wants to solve isn't it?
I know some countries pay MORE than ROW, so will you agree that their share should be greater than ROW value? Or that certain countries with ROW keys get lesser value because someone else in ROW too is paying more for that. I suppose EU on average pays more than US just simply because $1=/=1EU but they still get credit only for $ prices.

Because it can be abused and not because of the vast difference of purchasing power per country which is what the region lock is addressing. As a gaming platform, Steam wanted to make games easier to distribute and more affordable. A console game sits at about 6 days worth of minimum wage here. That's the vast difference. Gimping other people because they have lesser ability than yours is something akin to giving impaired people lesser rights because they can do fewer tasks compared to you.

like Brasil, Argentina, Venezuela, Colombia? and others.. yeah sucks not being able to buy cheap but still getting the kick in the teeth.. wait! Brasil does have better prices, same for Mexico, Colombia MIGHT get it too, but not Argentina, some say it's because we're so such small percent/margin of the market so Valve doesn't even notice us..

By the way, guys, I think everyone here is taking the subject personally. I don't think anyone here suggests that ALL RU games (or other cheap regions) should get bundled status. We are talking about games which already got a bundled status because of lower prices in certain regions, but ROW they have never been that cheap. In this sense Russian gifters have nothing to lose, but it is (sorry, but it is) unfair towards the rest of the world users with the current system. For example, if I am gifting a RU/CIS restricted game that has been very cheap on sale, this one should have a bundled status. If I am gifting a ROW game that has never been as cheap ROW as the RU/CIS price, it should have unbundled status.
For example, virtually the only game with a better ROW price in my region (EU2) - The Talos Principle - now has bundled status because apparently the RU price was even cheaper and it made the game over 95% off compared to the US price. While most other games are 10-20% more expensive in EU2 compared to the US price, but no one considers this unfair, of course.
All I am saying is, if 1 game is supposed to be added to the bundle list (like Talos, or Heavy Bullets, or Shadow Warrior before that, etc) because of it's very cheap price in a certain region, it should be added to the bundled list to that region only. ROW copies of this game shouldn't be considered bundled, because there is no reason for them to be such.

The problem is (as some smart people pointed out ) that SG cannot track whether key or gift is region restricted or not. You can separate ROW and region restricted giveaways but system can be easily tricked. Small group, people from the same region, create "row" giveaways while actually giving region restricted games to each other.

People are not going to give away great games cough... TALOS... cough because it's now on the list. Community is suffering because a few individuals may or may not be abusing the system by acquiring certain games very cheap due to temporary pricing errors and/or regional pricing while 80-90%+ of other members still have to pay a lot. Sad days.
With that said "removing region restricted giveaways" is a bad idea. Many people cannot buy not region restricted games but would still love to share with others. CV ratio should be adjusted based on region restriction.

+1, planned more giveaways, but its too unpredictable what will end up on bundledlist and what not even if its only -66% in my region so no point to give away nonbundled AAA games, you can never be sure if any region dont have price error or something.

The majority is group and private GAs already, just look at the Archive.
Levels in the current state are just flaunting money. If it was based on ratio, it would have some sense, but how is someone beneficial for the SG community as a gifter if, as a random number, they have 5000 USD sent and 15000 received?

Future price errors/bundles are irrelevant. If, as an example you were to create a Fallout 4 giveaway now and the next new currency had a price glitch equating to $3 you'd still get full CV. The only time you'd loose cv from it would be when the base price dropped and that's something that everyone has to deal with AAA game or not.

+1. A lot of great games are on the bundled list now even though they never got a that big discount in any ROW region, but only in specific (often locked) regions. Russian prices are overall very cheap and with any bigger (66%+) sale of certain games their discount price is lower than 95% off in the ROW regions anyway. I agree the CV ratio should be calculated differently for different regions, and it should be easy considering our SG accounts now have a region too. Real bundle games should go to the bundle list that is common for all, and specific regions should have specific 'bundled' games of their own based on very low discounts offered in that region. I know CV is not the main focus of SG and it sucks discussing it, but it still sucks more to punish the whole community because certain few people are having an advantage over the others.

By the way, to all people who say gifting is not about CV: Then why is there a level-system on the site anyways? It's a competition-module, people started buying region restricted gifts to get the same CV as the people who paid 3 times more. This is clearly not about gifting and I'm not even sure what to think about CV / levels anymore. It was a good idea to select different groups of people (e.g. if someone wants to gift a game to someone who contributed more than the average) but your level can be easily boosted with region locked games. It should be seperated so that everyone who's let's say level 5, gifted the same value and not a ROW person who paid 3 times more than russian folks (or ROW people who buy and gift locked games ;)).

The problem is - steamgifts have no means to check if given away game have region lock. So, if there will be separate bundle lists - people would abuse this, buy giving away locked games as row (it would work for closed groups). Only if sg would pass gifts through some bot (as on gameminer, for example), there would be possible to split it without worrying (and much more, for example - split keys and gifts, because most games in bundles give you a key, so no need to count gifts as bundled). But I doubt something like this would be implemented, so my vote is - "i like the current system".

Hum I'm not updating the bundle list, but I figure it's on there because it was stackable with that alienware coupon?
If someone feels that this specific game has been added wrongfully, it might be helpful to ask in the community why it#s on the list and then file a ticket, so it may be removed from the list.
I just think it's a wrong assumption that games with -66% get "bundled" because they are cheap in russia. They would if the reduction succeeds 95% of the US prices, but that's not case. Even with cheap russian prices.

It wasn't added wrongfully. It was added to prevent abuse and level boost. The point is that you could buy this game for $1-3 (not sure what the actual price was) in Russia with RU/CIS region lock but you cannot buy this game close to this price anywhere else.
So what I personally was trying to say is that less people will choose to give this particular game away because it feels a bit silly to pay more for the game than you get credited in terms of CV.
I would still give Talos away because it's a great game and many people want it (and CV is not really important to me at this point) but majority would rather spend their $8-10 on some actual "non-bundled" game. There are more games like this. Talos was just added today so it's a hot topic.
I am just saying that it is pretty sad that great games are pretty much being excluded from a giveaway pool because of regional prices / price glitches.

No, I totally understand what you meant. I am just saying that according to current rules it was added to the list rightfully so it should stay there unless rules change. There are plenty of games like this. They won't make an exception for this particular one.
Edit: I see you edit now. I don't really know what the actual price in Russia was and if it was a temporary glitch or some combination of discount + alienware coupon. Seems like somehow it brought Russian price to 95% off US price so this is why it was added to the list.

Well I hope people will still give that game away, although it's a bummer that it is already on the list. But I guess it will have the same price reductions like Shadow Warrior (same publisher isn't it?) during wintersale. It's still a nice giveaway (even in terms of bundled cv], when you can get it for ~5 dollars.

Gross, not net. The net average income is around 165,000 HUF. But in reality the average household lives from 77,000-105,000 HUF/person, including food, clothing, utilities. Just a comparison: Fallout 4 costs 14,000 on the largest game store's web shop for base edition, 40,000 for collector's.
And also keep in mind that we add 27% tax on everything, including digital goods.
So yes, we pay Western Europe prices with quarter of the income. Thanks, publishers!

No, but your costs are lower than ours. ANd since we are at the discussion of Steam games: average Russian prices: USD-60% Average Hungarian prices: USD+7%. Average salary difference between Hungary and Russia: below 20%. Cost of living difference: about 10-20% cheaper in Russia.

Lesgrossman is most likely talking about TALOS, which got bundled because the store price during the sle in combination with a discount coupon brought the Russian store price to/below 95% off of the US store price.

Exactly that. I was at some friends the other day and one guy was playing Remember Me on a laptop. I asked oh, you got it from the recent Humble? And he's no, I pirated it, cause it was free. In this regard, how do Valve imagine that gamers in our countries with much lesser salaries than the rest of Europe will buy games, especially at these super expensive prices like 60 euro per a new game? I bet a lot of them wouldn't pay even $30 (the RU price), unless of course a buying culture started to develop, which can only happen with consistent affordable and reasonable for the given market prices. I know a lot of Russian users who buy most (if not all) new games on Steam, who have 2-3-4k games, who are avid gamers and collectors. Because RU prices have been here for several years now - honestly, I do not have real data to compare sales in Russia before and after they introduced regional pricing, but I am guessing Valve think this method works since they are introducing even more new regions on Steam now.
I also know they probably think CEE (Central and Eastern Europe) is a too small market to care about, unfortunately.... Maybe after they introduce separate regions for all countries in Africa and Asia, they will finally consider making a separete region here, if they even want to figure out how to price differently different countries in the EU. Not saying Africa or Asia do not deserve separate pricing - many countries there are even more poor than ours here, but I am just too tired of waiting for Valve to finally start caring for us as a market and customers.

Any region can buy ROW region keys at official resellers, unless the resellers themselves carry region-specific keys. Which they almost never do. Even Nuuvem carries ROW keys, they were just forced to implement a region check for buyers to avoid people from outside SA to exploit their prices.

Nope, the average ownership of new games is pretty low, but the upper class can indeed afford it; same as anywhere else. The PC market has shifted recently to online bargain hunting on AAA titles as we slowly try to get more legal. Slowly. (Without getting a 60% price reduction because of local currency. :)) But the piracy rating is still high. Not Russian/Chinese level high, but near there.

As I myself don´t care so much about my own CV, I have to admit there is a level system on this site and it has some importance.
People discuss all the time about their raising or falling level. All the time there are advices to do higher level giveaways, if someone post "oh i had a regifting winner in one of my public giveaways again".
And it´s one of the rare options we can set in giveaways. And therefore, of course to discuss makes this important mechanism sense?

No.....it´s easy to abuse. People would do group-giveaways.....what they do btw all the time....and then it´s also questionable if the cv of
group giveaways is comparable to public ones. And as I mentioned in the past, there are those annoying puzzles makers...also with

So again, those levels are not totally pointless, but if someone looks for a giving or generosity-indicator, they could be misleading.

I think it´s more about how we see the levels....or less see them, than about how they are generated.
So it comes back to the point when levels are used....they are used to setting up a giveaway and restrict it to a level of at least x

remove region ga = leave outside a lot of people that can only buy from steam.

Fallout 4 cost 60$ in the US, which are about 55.8€, in germany the game cost 60€ and that's expensiver (about 64.4$) AND the game is censored so much that you could technicly sell it for 12 y/o kids ._. (almost no blood, corpses are disapearing directly, and even dialog-censoring which is pretty useless!)
in russia you only have to pay 2000 руб. which is about 29€ / 31$
i know russia is poor, but THIS poor? they only have to pay half the price for an AAA game! that's so unfair!
something quite funny now, normaly the british price is a bit expensiver than Euros, but Fallout 4 only cost 40£ which is about 56€ / 60.2$

Yes I hate that, too. Especially the Valve games were horribly censored and it's sad that I can't just buy uncensored ones on steam.
But I think Fallout 4 has been released uncensored. It's the decission of the publisher to cut a game and most publishers realised that germany is no longer that strict about depiction of violence in video games (it also became ridiculous)
The main reason for having to buy old cut games on steam - like halflife - is that valve never bothered to get an allowance to sell the US retail version in germany, and thus can't do it.
Anyway, I think we're getting the uncut version in germany - I haven't heard otherwise.
Furthermore: Bethesda already published the uncut version of New Vegas in Germany - after they've got the sell-allowance from the USK

This idea is not new. It was offered during Tiny Bridge: Ratventure GAs frenzy. Basically it says to bundle the game which gets 95%+ discount ONLY for the region which residents can purchase the game for less than 5% of ROW version price converted to USD. Discounts less than 95% shouldn't bundle games for any region.
Don't forget that our people (RU+CIS) can be pretty cheap. We have A LOT OF people who just pirate games from the torrents. Some of my friends tell me that I am crazy because I prefer to buy my games, not pirate them, and they laugh at my face when they get to know that I also make GAs here, on SG. Some people can't afford buying Talos even for 299 rubles (~3 bucks) for themselves during -66% discount, not to say if they want to give away another copy here in order to farm some "precious" CV. Or... they're just cheap bastards who don't want to pay for their digital entertainment.
I think that everyone cares about their CV, and those who say they don't are either lying or just have a lot of money to spend. But I enjoy giving away games more than earning CV. I try to buy two games from Steam if I can afford it - one for myself and one to giveaway. I try to buy and giveaway ROW versions of the games if I see them on sale on HumbleStore, IndieGala, or any other site. Well, and bundles of course. But sometimes even 2 bundles can leave a hole in one's wallet.
In short, I vote for changes. But not as harsh as making all region restricted GAs bundled.

so those who buy ROW copy on steam and want to give away a nonbundled game gets nonbundled CV for it and weird russian prices dont mess it up, especially if its -66% only and its an AAA game.
or if you want to keep current system then add different bundled lists for each different pricing region you allow giveaways for.
