More or less, when someone puts up a giveaway, part of that games value gets translated to points at 5% of the game's value, and everyone gets those points. For example, if someone puts up Dead Island, is valued at 50 dollars. 5% of that is 2.5. So, everyone gets 2.5 points. This also prevents someone from spamming the giveaways with cheapo .99 DLCs from being 'profitable' points wise.
