Well as stated by @jatan11t it is 7 days. That is the time limit for support to get involved or any reporting actions can be done. Not to say you are not right and that person did in fact use the key to regift it. If you want your transaction to be honored as per site rules, you will need to follow certain guidelines as stated here, http://www.steamgifts.com/about/guidelines

I'd say report him right away, everyone is right in this thread and the winner does have 7 days to activate it but i can assure you it'll take longer for the ticket to be handled anyway so you might as well create a ticket now and close it if the guy does end up activating the game before 7 days have passed.

Yep that would be correct I assume. I currently have a case where a winner of my giveaways hasn't yet activated his gift but put it into his steam inventory (its a collection dlcs + Main game and he already owns the Main game). I can say that it is my gift in his inventory because it has the Same 30 days trade lock on it and the collection doesnt appear in his games list.
Simply. I will wait 7 days, look if he activated it and if Not..he gets reported.
That lazy guy Not even gave a Thank you when receiving the gift. Well i think this alone qualifies him for the magic blacklist

Nah, you got that wrong, the guy might have made a few giveaways but it's one of those calculated leechers, joining groups and only doing the required giveaways there, don't confuse types like him with proper members like yourself.
It's a shame that people who basically circlejerk with gifts get to join contributor giveaways if you ask me, that guy has never ever given anything to the community only paid his "entry fee" for the groups as not to be kicked yet he gladly takes a game that was intended for site contributors.
I'd say add the guy and keep an eye on the store page for one of the DLC's in that pack, if he is in your friendslist you'll be able to see if he owns it, and if he plans on regifting it (which wouldn't surprise me at all since he has the base game) you'll easily notice.

Improbable things do happen. A few days ago I won the same game twice in a row here, and a few months ago I won the same game here and on Gameminer. On the same day.
Still, I agree this is quite unlikely and is much more probably breaking the rules.

There is also the possibility of you redeeming the key yourself before his giveaway ends.
You will receive a non received mark but he will get into problems, too when trying to deliver his ga.
Ofc you could just wait a week, report him and move on, but I would gladly take one non received mark just so he will get into problems with his winner.

Tbh, i wouldn't do that (no offence to P4INKILL3R).
Even if it takes time, he'll get into problems all the same if he doesn't activate the game for himself and if you explain the situation to support thoroughly after the 7-day period. He should not even get any CV anyway for that GA or even get suspended - which proven guilty would be the most deserving punishment imo - and the game does get to someone who wants it anyway.
Not worth putting yourself in danger just to endanger him more (as it's even probably unnecessary).
Just think of it like this (imo):

A winner of one of my giveaways has not yet activated the key that was sent, has not given feedback, and has started a giveaway of his own for the same game. Is reporting the user the only appropriate response?
