It appears that I am level 0 and can barely enter in any giveaways now. I used to enter a ton, so how do you get your level up higher?

Yeah, but leveling up depends of amount of giveaways? Or how many $ games are worth, like on old SteamGifts? Is difference between each level the same or it's growing along with leveling up?
