How does the "Recommended" selection actually work?

I've been wondering lately how this on-site feature actually works; for example I get that games that I've entered giveaways for before are featured in the recommendations, that's useful, but on the other hand I'm also seeing games that I have as "Not interested" on Steam...
Is it merely down to it being a popular giveaway on the site?
