Why is this game not in SteamGifts, I want to make a giveaway with it, how do I do it?

You don't, because it was removed from the list because they gave a bunch of them away for free not long ago, and if you try giving it away as something else, you'll get suspended for misleading giveaways.

It was given away for free and widely exploited on this site. You cannot create giveaways for it.
