I think it's a good price, unfortunately it doesn't include the DLC and it's PAC-MAN. (basically 5 games are the same but with different skins, but they are good if you are nostalgic).

Ms. Pac-Man is always left out, or sold as a standalone DLC, due to licensing.

Namco does not own the rights to Ms. Pac-Man. She was developed by an American company called General Computer Corporation, and in 2019 the rights to her were sold to AtGames (makers of those mini home pinballs and arcade cabinets).

It seems Namco and AtGames are not getting along, newer Namco releases have omitted Ms. Pac-Man. In the recent Pac-Land and Pac-Man Museum re-releases, she was replaced by a new character: "Pac-Mom"

It’s a bit more complicated. Namco owns the character, but has to pay a royalty fee every time they use her. In other words, Namco can do whatever they want with the character but every time they use her they need to pay a fee to AtGames.

AtGames used Ms. Pac-Man without Namco’s permission, so Namco sued them, and while Namco won, they don’t want to pay AtGames anymore, so they simply don’t use Ms. Pac-Man for anything.

Edit: the reason for this is that when Pac-Man came out, a bunch of companies made and sold clones of the game. Many of those companies got sued and left the business after they’d made a quick buck, but one company had actually made a better version, so Midway, the U.S. distributor, decided to turn that better version into a sequel, which they called Ms. Pac-Man. As part of the deal, that other company handed over their code, but got a fee for all future uses of the character (which they did not create).

Unless I'm mistaken (or you really don't want the other two games), it's better to buy ARCADE GAME SERIES 3-in-1 Pack first (it's a package of three games that costs the same or just slightly more, depending on the region) and then the above bundle.

As pb1 said, there are two types of bundles, this one is "complete the set". In "must purchase together" you pay for the entire set. There is always a discount when you buy a bundle, AFAIK.

You want extra confusion? There are also Packages (older than Bundles), that differ from a "must purchase together" bundle in that you can buy them if you own some part but must pay for the whole package anyway. Whereas with "must purchase together" bundles you are not able to buy it if you own any part of it, only as a gift for someone. :-)

To sum up:
package: individual price (not sum of all parts), separate discount (can go on sale - or not - regardless of its parts), owned items don't change the price, can be bought even if you own any part
cts bundle: price = sum of all parts minus bundle discount, owned items lower the price
mpt bundle: price = sum of all parts minus bundle discount, cannot purchase (for yourself) if you own any of the parts
