Is Fallout: New Vegas Region Locked/ Restricted?

Apparently it is not locked, but it only has English and Russian languages

It does have some degree of region lock, because I live in Hungary and got the Czech version on the sale last year. It s.cks, because when I visit the store page, it shows up, as I didn't buy it, but I obviously did. :) I spoke about it with the Steam Support and said that it's a different steamappid in the store from mine, so why didn't that one shows up in the store, etc but obviously they didn't care. I tried to do something about it, 3x support tickets with no result. :(

edit: I obviously tried to buy the "main", English version.
