That's not the real issue, the fact that Bethesda releases a Multiplayer Fallout is.

We can see this trend more and more:
Activision/Blizzard moving to Bnet, Bethesda to their own launcher and even Epic Games will not distribute Fornite Android through the Google Play Store. And yes, its all because of the 30% they do not want to give to the third party (e.g. Valve).
Epic also lowered the fees on their own store from 30% to 12% recently, because they do not believe that the current industry standard is fair.
I would not wonder if Ubisoft also moves away from Steam to Uplay only. They are all trying to make a move here to force everyone to lower the fees.

Multiplayer games live and die by their player count. If Fallout 76 has a poor launch, it's gonna be difficult to get the player base to climb over the critical mass you need to run a MMO.
Alienating the die hard Steam community is quite a risk.
Steam also works as an advertising platform. Bethesda has to drop some serious cash for promoting the game as they can't use the Steam ads (not only for the game but also for their own platform). I wonder if it ends up costing more than just releasing the game on Steam...

Sure, but I still wouldn't coun't out the people who learn about new games from Steam banners and pop ups. I know quite a few guys who do not follow any games related news. They always seem to be surprised by these Steam pop ups - "Oh, I didn't know such and such game was out / they made a sequel to this or that".
Casual gamers drive sales.
Then again something like Destiny managed to be successful and that was a brand new IP that also wasn't on Steam. Fallout is a AAA series, I'm not saying they're bound to fail. It's just a calculated risk to not release the game initially on Steam.

But addressing the bigger question:
Look competition is fine and it's good for consumers ultimately, but my main issue with each major publisher having their own system is simply the inconvenience of it. If the market becomes increasingly fractured by publisher, it's not really a good thing. The goal seems to be to move towards a complete 'games as a subscription service' platform and when that happens we will be in the same situation as with the digital video market. Netflix, Amazon, Hulu and the dozen or so other platforms are all offering different shows, and most people will pay for one at a time only. It just doesn't seem like a sustainable way for all these companies to make their money, but I guess they are all hoping that theirs will be the one everyone pays for.

Yeah what I said was that it seems to be heading to a subscription based system, ala origin. And if that happens it won't be a good thing for us, as all the games may well become locked behind monthly subscriptions. Not that it's like that now.

Yeah and the publishers are talking about it too, how cloud based services are the way of the future. Even going so far as to say we'll stream all our games from their service in the future, rather than download anything. Thanks, but no thanks.

More likely they don't want to lose out 30% of the revenue that Steam/Valve just eats up. If a game is big enough that they don't need Steam's "visibility" (which goes more and more questionable with their algorithms and filling up the store) then they are way better off by actually keeping the money buyers pay.

Yeah I get that, and that's understandable, but if they do turn to the subscription based system origin is aiming for, then I don't think it will be good for us. If it catches on, I see a future where you don't actually ever pay for the specific game you want, just a monthly sub that includes whatever they're offering. The risk there becomes that they can just remove the games from circulation as they see fit, and you'll need umpteen subscriptions to access all the games. If it forever remains that you're able to pay a fixed price for a game and have access to it until the entire service shuts down, then the only downside would be the endless bloatware and logins. I do have a fear however, that if publishers have their way, that may not always remain the case that you will be able to buy the game you want outright.
I think the best case scenario would be a low cost third party solution that acts as a download service for games and maybe includes things like a global achievements record, developers publish their games on the platform and then reach agreements with the various publishers who can have their own launchers that also act as storefronts. They can then fix the prices as they want and hold their own sales, offering rewards and discounts as they see fit, but without splitting the market. But honestly, steam is like this already, and developers can sell keys anywhere they like and have steam handle the downloads and community free of charge, so it seems the only real objection big publishers have is to them acting as a storefront as well and getting a 30% cut. Maybe if they reduced the cut it would be better?

Wonder if they will give people refunds after x hours when game won't meet people expectations. And cut off completely NexusMods and force people to buy mods with cash.
Those are two extra (apart from Valve 30% cut) reasons why they may not want to launch this game on Steam.
