Spaceport Hope doesn't show up in giveaway games list?

Hi.
I've a Steam inventory copy of Spaceport Hope and wanted to make a giveaway on it. Been having it for a few months now in my inventory and I've no use for it. Any idea why the search feature won't show me the game when making a giveaway?

it was free so it's disabled now

Thanks for the answer. Got this copy from a giveaway on a Steam group, thus why I didn't know.
